About the Role
We are seeking a highly capable and motivated Revenues Manager to lead our Revenues Team, overseeing the billing, collection, and recovery of Council Tax, Business Rates. You will be instrumental in ensuring our revenue services deliver excellent results, adhere to statutory requirements, and continuously evolve to meet customer expectations.
As a key member of the Service Management team, you will take ownership of operational performance, systems oversight, audit compliance, and process improvement. You will also play a leading role in digital projects, departmental strategy, and stakeholder engagement.
Key Responsibilities

Lead and develop the Revenues, Business Rates, and BID teams; set performance targets and ensure delivery against national and local standards.
*
Ensure compliance with corporate policies, statutory requirements, and deliver efficient service provision.
*
Design, review, and improve service processes and systems with a clear customer focus.
*
Oversee systems administration for Revenues, including annual billing, system changes, and digital transformation initiatives.
*
Be the lead officer for internal and external audits in your areas of responsibility.
*
Manage customer enquiries, complaints, FOI requests, and appeals processes.
*
Represent the service in internal and external forums and deputise for the Senior Revenues & Benefits Manager when required.
*
Prepare, validate, and submit statutory returns (e.g. CTB1, NDR1, NDR3, quarterly QRC returns, Nottinghamshire Pooling returns).
*
Support Finance in the annual budget process, including calculating Council Tax base and liaising on BID collection data.
*
Ensure risk assessments, health & safety, lone working procedures, and compliance are maintained for service staff.
*
Liaise with Finance regarding debt recovery, court proceedings, refunds, and write-offs.
*
Monitor legislative changes and advise senior management; review and update policies accordingly.
*
Safeguard confidential data; manage system access and compliance with data retention protocols.
*
Promote a safe working environment and review risk assessments regularly.
What We’re Looking For
Essential Qualifications & Experience
*
Substantial experience in local government revenues (Council Tax, Business Rates) or a similar field.
*
Proven track record in managing teams, driving performance, and developing staff.
*
Strong knowledge of relevant legislation, statutory returns, and audit requirements.
*
Experience of systems administration and leading digital/change initiatives.
*
Excellent communication, analytical, and stakeholder management skills.
*
Ability to interpret complex information, deliver reports, and meet strict deadlines.
Desirable

Professional qualification (e.g. IRRV)
*
Experience working in or leading BID billing contracts
*
Familiarity with data access / GDPR / system security
*
Prior experience in multi‑agency working or shared services
